Reasonable? Yes. Still a little creepy? Definitely.

Weird story, for sure. I think the best explanation I’ve heard is that when people drown and their bodies are not found the decomposition process leads to limbs being disconnected. The shoes that they are wearing tend to be buoyant and float away with the current, ending up on beaches.

Sounds like a pretty reasonable explanation to me.
